Plan envisions more Special Ops forces, unmanned drones to fight terrorism in many countries at once Ann Scott Tyson / The Washington Post WASHINGTON -- The Pentagon laid out a new 20-year defense strategy Friday that envisions U.S. troops deployed, often clandestinely, in dozens of countries at once to fight terrorism and other untraditional threats, readying for what it calls a "long war." Major initiatives include a 15 percent boost in the number of elite U.S. troops known as Special Operations Forces, a near-doubling of the capacity of unmanned aerial drones to gather intelligence, a $1.5 billion investment to counter a biological attack, and the creation of special teams to find, track and defuse nuclear bombs and other catastrophic weapons. A flu pandemic is a global outbreak that occurs when a new influenza A virus causes serious human illness and spreads easily from person to person, according to the CDC. Experts inside and outside the government have warned of a medical crisis if, for example, a highly pathogenic virus like the H5N1 bird flu virus begins to infect large numbers of humans. But they have also warned that a flu pandemic would likely interrupt nearly every aspect of normal life, as schools, workplaces, grocery stores, and even utilities shut down. Full story,

- U.S. BOOSTS AVIAN INFLUENZA FUNDING -
UNITED STATES: Congress approves $91.4 million to prevent and prepare for an avian influenza outbreak in the United States. President George W. Bush signed a bill approving $91.4 million in funding to enhance USDA’s efforts to prevent and prepare for avian influenza in the United States. The funding is part of a larger request submitted by Bush to implement the National Strategy to Safeguard Against the Danger of Pandemic Influenza. “I appreciate the support of President Bush and Congress as we enhance our efforts to safeguard the U.S. against highly-transmissible forms of avian influenza,” USDA secretary Mike Johanns said. “These funds will enable us to intensify our surveillance in the United States and deliver increased assistance to countries impacted by the virus, in hopes of preventing further spread and protecting both human and animal health.” Full story,
